Secretary: A person who has served as Professor/Scholar in a University or any Institute of higher education/research or has at least 10 years' experience of teaching at post-graduate level OR Educational Administration or Research and Experience of Officers is guiding.

Financial Advisor: Officers belonging to All India Services/Central Civil Services (Group 'A') with 17 years of service in Group 'A' and holding similar posts. Other things being equal, the officers related to the Audit and Accounts Service will be given preference.
